Oil and Gas Skills Framework, Mexico

The Mexican Government passed legislation in 2013 to allow foreign participation in its oil and gas sector. It required a plan to upskill its workforce in new and challenging areas.

Ambitious targets for increased outputs meant new operators and new supply chain companies, new assets in new environments, managing mature field decline and applying new technology.

91³Ô¹ÏÍø was commissioned by the UK Foreign & Commonwealth Office (FCO) to develop a skills development framework to tackle the challenge. Drawing on their decades of experience in the sector, 91³Ô¹ÏÍø was able to map a framework to address Mexico’s oil and gas skills gap over the next 15 years including recommendations for higher education; vocational training; sector leadership and Mexico’s education system. The framework was supported by 91³Ô¹Ï꿉۪s macro model comprising industry benchmarking data and key input parameters such as industry metrics and country targets.

Now completed 91³Ô¹ÏÍø looks forward to working with key stakeholders to implement the plan’s recommendations and to the benefits it will deliver for the Mexican economy.
